WATERBURY – Josefa (Fefa) Toro Costas, age 93, of Waterbury, passed away peacefully on Monday, May 20, 2024, in the comfort of her home. She was the beloved wife of the late Ramon Luis Lugo Figueroa.

Josefa was born on May 10, 1931, in Ponce, Puerto Rico. She was the daughter of the late Dolores Toro and Julia Costas. Josefa lived most of her younger life in Puerto Rico and worked as a seamstress before she moved to Connecticut with her children in 1982. Josefa enjoyed preparing meals for her children and family, especially cooking all the traditional Puerto Rican food that only she would know about. She loved having all her daughters around to cook and plan for big events. She also loved arts and crafts, a talent that she passed on to all her daughters and some of her grandchildren and great-grandchildren. She joyfully enjoyed working with her hands until the bitter end. Josefa was deeply loved by all her family. She was exceptional in almost every way, but she excelled the most at being a devoted mother, sister, grandmother, and great grandmother. Our family thanks you mom, for every prayer you uttered for us, for the many sacrifices you made for us, for thousands of hugs you shared with us and the unending love you instilled in all of us.

Left to honor her legacy and cherish her memory are her two daughters Mildred Lugo of Waterbury and Evelyn Abreu of Wolcott, her sisters, Virgenmina Toro “Minin” of Waterbury and Migdalia Crespo from Puerto Rico, nine grandchildren who she adored, Luis “Kiko” Arroyo Jr., Griselle Arroyo, Americo “Rick” Galarza, Wilbert “Kin” Galarza, Milmaglyn Morales, Anthony Fernandez, Joey Abreu, Libia Lugo and Lillian Lugo. In addition, she leaves behind eighteen great grandchildren, two great-great grandchildren, and very close relatives and friends who were all very lucky to have known and spent time with her.  Josefa was predeceased by her two sons Ramon Luis “Nio” Lugo Jr., Alfredo “Freddy” Lugo, her daughter Magda Iris “Tita” Lugo, her brother William Toro, and sisters Ada Toro and Haydee Toro.

The Toro Costas family would like to extend thanks and gratitude to everyone that was there to assist in Josefa’s care, including the team at VITAS Healthcare.

A Memorial Service for Ms. Toro will be held on Friday May 24, 2024, at 11: 45a.m at Casey’s Eastside Memorial Funeral Home and Cremation Care, 1987 East Main Street, Waterbury. Friends and family may visit with the Toro Costas family from 10:00 a.m. until the time of the service. Burial will follow at All Saints Cemetery, 203 Spring Lake Road, Waterbury.
